CS Alice Wahome Applauds Lands Department for Sustained Excellence In Service Delivery

Cabinet Secretary for Lands, Public Works, Housing and Urban Development Hon. Alice Wahome has praised the State Department for Lands and Physical Planning for its sustained excellence in service delivery, saying its growing list of national accolades is a testament to its strong performance.
Speaking during the official launch of the department's 2026 Customer Service Week celebration at the Geospatial Data Center in Nairobi, CS Wahome underscored the State Department’s outstanding performance at the 2026 Digital Transformation Public Sector (DTPS) Forum and Awards held in Mombasa, where it was named State Department of the Year and won six awards.
She said the Department’s performance was also evident in its ability to implement large scale programmes that directly impact the lives of Kenyans, citing the ongoing National titling programme as key example.
“Last Saturday, we successfully concluded the historic first phase of the transformative initiative to address long-standing land injustices in the Coast region,” she said, noting that the Government had reached a major milestone of distributing 300,000 title deeds to beneficiaries across the region. The initiative is aimed at transitioning millions of residents from squatter status to rightful landowners in line with H.E. President William Ruto’s policy directive.

CS Wahome said the first phase saw H.E. President Ruto personally preside over title handover ceremonies across Kwale, Kilifi, Taita Taveta, Mombasa, Lamu and Tana River counties. She said the President had directed the State Department to sustain the momentum through the Rapid Response Initiative and process and issue an additional 200,000 title deeds by December.
She emphasized the department’s outstanding performance at the 2026 Digital Transformation Public Sector (DTPS) Forum and Awards held in Mombasa, where it was named State Department of the Year and won six awards.
The department was recognised as State Department of the Year for the National Stamp Duty Module (NSDM), won Best Digital Inclusion and Accessibility for ArdhiPay, and Digital Communications Excellence for Ardhisasa. It was also named Best Collaborative Government Digital Initiative for the National Land Information Management System (NLIMS), while NSDM was 1st Runner Up in Best Digital Innovation, Financial and E-Commerce Services, and NLIMS was 1st Runner Up in Best Digital Innovation, Natural Resource Management.
CS Wahome also pointed to the State Department’s recent recognition at the Africa Digital Economy Awards and its strong showing in the Public Service Commission’s assessment of adherence to public service values and principles in the last two financial years. She added that the successive recognitions demonstrate the department's commitment to excellence.
“These accolades underscore the excellence of our performance as an institution and we should be extremely proud,” CS Wahome said, attributing the achievements to digital transformation, strengthened anti-corruption measures, inter-agency collaboration and teamwork.
She urged staff to build on the achievements and embrace this year’s Customer Service Week theme, “The Extra Mile,” by keeping citizens at the centre of service delivery and continuously improving their experience when accessing government services.
Speaking during the event, the Principal Secretary for Lands and Physical Planning, Hon. Generali Nixon Korir, said the department’s recent accolades was a reflection of the collective effort by staff to transform service delivery and strengthen institutional performance.

PS Korir noted that the Department had worked as a team to seal administrative loopholes that previously contributed to delays and created avenues for corruption, while digitisation and automation had significantly improved efficiency and contributed to increased revenue generation. He urged staff to maintain the highest standards of professionalism, integrity and patriotism, noting that land is the framework on which the economy is built. He said the quality of land services directly affects the social and economic wellbeing of citizens, families and businesses.
“Our professionalism, efficiency and integrity directly touch the economic and social wellbeing of individual citizens, families, businesses and the growth of our nation. Let us go the extra mile in serving Kenyans,” PS Korir said.
The PS further thanked staff for their dedication and urged them to sustain the momentum by ensuring that every citizen who interacts with the State Department receives efficient, professional and responsive services.
For the last one week, the State Department has been hosting tailored workshops for land sector players including lawyers, bankers, physical planners and surveyors among other stakeholders.
Speaking to the media after the event, CS Wahome said most of the land earmarked for the Dangote East Africa Refinery in Lamu is public land owned by the Government, adding that the Government would address genuine cases arising from the development.
