Mugendi Geoffrey Moses is the National Director of Physical Planning. He is a senior land governance and spatial planning professional with over 20 years of experience in land administration reform, spatial planning, digital land information systems, policy development, and intergovernmental relations. He previously served as Deputy Director - National Land Information Management System (NLIMS) at the Ministry of Lands, Public Works, Housing and Urban Development, where he led the development and implementation of Kenya’s digital land administration platform, Ardhisasa.

He has played a key role in major national reforms including the implementation of the Physical and Land Use Planning Act, 2019, the Community Land Act, 2016, and the operationalization of the National Land Information Management System. His expertise spans urban and regional planning, land governance, legal and policy drafting, development partner coordination, and public sector leadership.
