National Assembly Lands Committee Commends State Department for Stamp Duty Revenue Growth

The National Assembly Departmental Committee on Lands has commended the State Department for Lands and Physical Planning for achieving a remarkable 27% increase in stamp duty collections in the 2024/2025 Financial Year.
The Committee, chaired by Hon. Joash Nyamoko (MP, North Mugirango), expressed satisfaction with the progress made in revenue generation during a briefing session held today by the Principal Secretary for Lands and Physical Planning, Hon. Generali Nixon Korir.
Speaking at Bunge Towers during the presentation of the Financial Year 2024/2025 Budget Implementation Report, PS Korir stated that stamp duty collections rose from Kshs. 11.8 billion in the 2023/2024 Financial Year to Kshs. 15 billion in 2024/2025.

The Lands PS noted that the increase followed the implementation of a raft of reforms and revenue-enhancing strategies aimed at streamlining processes and strengthening compliance.
In addition, the State Department raised Kshs. 3,598,673,520 through Appropriations-in-Aid (AIA) and remitted Kshs. 16,187,724,801 to the National Exchequer during the same financial period.
“The upward trajectory in revenue performance is a result of deliberate interventions, including enhanced automation, improved oversight, and increased transparency in land transactions,” said PS Korir.
He added, “Notably, the ArdhiPay platform has played a pivotal role in streamlining the collection of stamp duty and other land-related fees, ensuring accountability and real-time tracking of payments.”
He emphasized that the ultimate cure to land cartels lies in full digitization of land records and services, noting that automation not only enhances efficiency but also seals loopholes exploited by unscrupulous individuals.
The PS reaffirmed the Department’s commitment to improving service delivery and supporting Kenya’s economic transformation agenda.
Committee Chair Hon. Joash Nyamoko welcomed the progress and applauded the Ministry for its growing efficiency in public financial management.
“This performance is commendable. We encourage the State Department to sustain this momentum and deepen engagement with stakeholders to ensure that land services are accessible and transparent," said Hon. Nyamoko.

Thuddeus Nzambia (MP, Kilome), Hon. Paul Katana (MP, Kaloleni), Hon. Josses Lelmengit (MP, Emgwen), and Hon. Omar Mwinyi (MP, Changamwe), who joined virtually.
