President Ruto Issues 23,000 Title Deeds in Lower Eastern, Boosting Land Ownership Security

KIBWEZI, October 26, 2026

President William Samoei Ruto has issued 23,000 title deeds across the Lower Eastern region during his development tour, marking a significant milestone in the Government’s efforts to secure land ownership, address historical land injustices and empower citizens through legally recognised property rights.

In Makueni County, the President issued 6,000 title deeds to residents at Machinery Market in Kibwezi, bringing the number of title deeds issued in the county during the exercise to 12,000. The exercise also covered Kilungu, where 3,681 title deeds were issued in Kilungu/Kyamuoso and 3,213 in Musalala.

In neighbouring Kitui County, more than 12,000 title deeds were issued to residents of Syomunyu in Lower Yatta, further advancing the Government’s commitment to ensuring that more households enjoy secure land ownership.

For thousands of beneficiaries, the title deeds represent more than proof of ownership. They offer security, peace of mind and the confidence to invest in their land, access credit and pursue economic opportunities. Secure land tenure also promotes productive land use, long-term planning and sustainable community development.

The exercise is part of the Government’s National Titling Programme, which seeks to address historical land ownership challenges, resolve tenure uncertainties and expand access to legally protected property rights.

The State Department for Lands and Physical Planning plays a central role in the programme through land adjudication, surveying, mapping and registration, which facilitate the processing and issuance of title deeds. These interventions are also strengthening land administration, improving service delivery and bringing essential land services closer to citizens.

The issuance of 23,000 title deeds across Lower Eastern underscores the Government’s continued commitment to securing land rights, promoting economic empowerment and ensuring that land ownership remains a foundation for inclusive development.

Through the National Titling Programme, the State Department continues to advance the realisation of secure land tenure, giving more Kenyans the opportunity to unlock the economic and social value of their land.
