PS Korir leads staff in a two-day retreat with Parliamentary committee to review budgetary implementation status and performance

Principal Secretary for Lands and Physical Planning, Hon. Generali Nixon Korir, led staff in a two-day retreat with the National Assembly Departmental Committee on Lands.
The meeting is aimed at reviewing progress in the implementation of the Financial Year 2025/2026 budget and strengthening oversight on land reforms and service delivery.
The retreat, held at Serena Hotel in Mombasa County and chaired by Mugirango North MP Hon. Joash Nyamoko, brought together legislators and senior officials from the State Department for intensive deliberations on programme performance, policy alignment, and sector priorities.
The State Department presented a detailed progress report on the implementation of land policy and physical planning programmes, highlighting key achievements, ongoing projects, and challenges affecting effective service delivery in the lands sector.
The Committee scrutinised the status of the FY 2025/2026 approved budget, reviewed progress on key projects, and interrogated policy, financial and legislative gaps that continue to impact efficiency in land administration.
PS Korir reported significant milestones achieved during the financial year, including the processing and issuance of 190,700 title deeds out of a target of 420,000, establishment of 241 geodetic controls, and georeferencing of 75,168 land parcels to support accurate cadastral mapping and planning.
“Since Independence, Kenya has issued 13.2 million title deeds, underscoring sustained progress in strengthening land ownership and administration,” the PS noted during one of the retreat sessions.
He further informed the Committee that Government efforts had facilitated settlement of 5,721 landless households in Nakuru, Trans Nzoia, Mombasa and Nyandarua counties, while acquisition of 11,000 acres at Kedong Ranch in Nakuru County for additional settlement remains ongoing.
The PS reaffirmed the State Department’s commitment to accelerating land reforms, enhancing security of tenure, and improving access to efficient and transparent land services for wananchi across the country.
In their deliberations, Committee members commended the steady progress recorded in the sector and emphasised the importance of sustained focus on timely implementation of programmes and budget priorities.
Committee Chairperson Hon. Joash Nyamoko lauded the achievements made under the State Department and urged continued discipline in execution and accountability in the use of public resources.
The PS also used the retreat to appeal for support in fast-tracking the Land Laws (Amendment) Bill, 2025, currently before Parliament, noting that its passage would further strengthen ongoing reforms in the sector.
The retreat was attended by Vice Chairperson Hon. Fatuma Jehow Abdi and Committee Members Hon. Josses Lelmengit (Emgwen), Hon. Joseph Gitari (Kirinyaga Central), Hon. Irene Njoki (Bahati), Hon. Mathias Robi (Kuria West), Hon. Leah Sopiato Sankaire (Kajiado), Hon. Paul Katana (Kaloleni), Hon. (Dr.) Gideon Ochanda (Bondo), Hon. (Eng.) Thuddeus Nzambia (Kilome), Hon. (Rtd Major) Dekow- Barrow (Garissa Township), Hon. Omar Mwinyi (Changamwe), and Hon. Ali Wario Guyo (Garsen).
The PS was accompanied by Senior Officials from the State Department for Lands and Physical Planning in the retreat.
