State Department for Lands and Physical Planning Holds Webinar to Boost Efficiency in Public Service
August 22, 2025.
The State Department for Lands and Physical Planning today convened a virtual meeting with all its officers to deliberate on strategies for enhancing performance and efficiency in public service delivery. The meeting followed a circular from the Chief of Staff and Head of Public Service Felix Koskei, underscoring the need for strict adherence to performance standards, immediate corrective measures, and lawful consequences for infractions.
On Wednesday, the PS chaired a meeting with Heads of Department where he emphasized the importance of discipline and strict adherence to civil service protocols. It was during this meeting that he directed the convening of today’s webinar, which brought together County Land Coordinators alongside staff from across the country.
Speaking during the webinar, Principal Secretary for Lands and Physical Planning, Generali Nixon Korir, commended staff for their commitment and achievements in the last financial year. He urged officers to remain diligent in executing their duties, strictly observe service charters, and promptly communicate in cases of unavoidable absence to ensure seamless service delivery to the public.

The PS emphasized accountability, noting that officers who meet their targets will be considered for promotion, while those who fall short will face disciplinary action.
“We must commit to excellence in service delivery. Those who meet their targets will be rewarded, and those who do not will be dealt with in accordance with the law,” said Hon. Korir.
Secretary Administration, Mr. Maalim Mohammed, echoed these sentiments, warning that officers who ignore corrective measures risk disciplinary consequences. He called on staff to uphold professionalism, avoid conflict of interest, and fully comply with administrative procedures.

The meeting also addressed critical issues including non-compliance, staff conduct, conflict of interest, audit queries, and failure to adhere to administrative guidelines.

Senior officials in attendance included Director of Land Adjudication and Settlement, Mr. Kennedy Njenga; Director of Surveys, Mr. Weldon Maritim; Director of Human Resource Management and Development, Ms. Janerose Karanja; Director of Supply Chain Management, Mr. Tom Ogora; Chief Finance Officer, Mr. Anthony Masinde; Head of Internal Audit, Mr. James Njenga; Director of the National Land Information Management System (NLIMS), Ms. Monica Obongo; Director of Central Planning and Project Monitoring (CPPM), Mr. Cyrus Mbogo; and Director of Valuation, Mr. Herbert Were, among others.
The State Department reaffirmed its commitment to building a results-oriented culture that strengthens accountability, efficiency, and public confidence in service delivery.
