Ministry of Lands Applauded for Onboarding 96 Percent of its Services on eCitizen

The Ministry of Lands, Public Works, Housing, and Urban Development has achieved a milestone by onboarding 96% of its services to the eCitizen platform. This significant step is set to improve the efficiency and effectiveness of service delivery to Kenyans.

This achievement was highlighted during a meeting held today, attended by Lands Cabinet Secretary Hon. Alice Wahome, Secretary to the Cabinet Mercy Wanjau, Deputy Chief of Staff Eliud Owalo, Lands Principal Secretary Generali Nixon Korir, Public Works Principal Secretary Joel Arumonyang, and Parliamentary Affairs Principal Secretary Aurellia Rono, among other key officials.

The meeting focused on the Ministry’s accomplishments for the 2024/2025 fiscal year and areas for improvement, in preparation for the upcoming signing of the Ministerial Performance Contract.

Speaking at the event, Lands CS Alice Wahome revealed that out of the Ministry’s 214 services, 206 have already been fully integrated into the eCitizen platform, with the remaining 8 services in the process of being onboarded.

Highlighting further successes, Wahome noted that the Ministry has issued over 800,000 title deeds during the 2022/23 and 2023/24 financial years.

On affordable housing, she shared that over 100,000 new affordable housing units have been completed and launched across 40 counties.

“We are making great progress as a Ministry. However, I would like to issue a stern warning to land grabbers and those attempting to manipulate land records through corrupt practices—your time is running out,” said Wahome.
She further emphasized that with adequate funding, the Ministry aims to digitize all land records nationwide within the next five years, a move that would significantly curb corruption in the sector.

“With 96% of the Ministry of Lands’ services now available on eCitizen, the government is better positioned to serve Kenyans more efficiently,” Wanjau said.

Deputy Chief of Staff Eliud Owalo added that the upcoming performance contracts would set clear expectations and measurable targets for the Ministry, ensuring accountability and results-based management.

Owalo said, the Ministry of Lands committed to registering and issuing 280,000 title deeds, as well as digitizing land registries in key areas, including Mombasa, Isiolo, and Marsabit. “Additionally, the Ministry aims to settle 160,000 landless households across various counties during the 2024/2025 fiscal year,” added Deputy Chief of Staff Eliud Owalo.
